The Research On Our Peasant Laborers Medicare

With the gradual deepening of the reform of economical system and accelerated socialstructure, a special community appeared—peasant laborers since 1980s. They can not obtainthe worker status approval as a result of a series of stipulation of system, therefore ,they haveplayed the roles both of the"workers"and"Peasant"in the cities or villages for a longtime.Hundred millions of peasant laborers have made the significant contribution to theprosperity of the cities, to the development of the countryside and modernization of the nationby their working in cities or in rural enterprises. But, most of the peasant laborers are out of the medicare"safety protection"compared with the official staff enjoying all sorts ofadvantages of medicare as a result of all sort of reasons. This makes it impossible tosafeguard the legitimate rights and interests of the peasant laborers and it is also a mainobstacle to China's process of the urbanization, which is a disadvantage to the resolution ofthe"Three Rural Issues"and more difficult to achieve the goal of a harmonious society.Therefore, how to protect the peasant laborers'legitimate rights and interests and what type ofthe way of the medicare to choose are not only the significant theoretical topic before us,but the important realistic issue which remains to be resolved urgently at present.This paper elaborates the practical significance establishing the social security system forthe peasant laborers, explores the present situation, problems and origin on the basis of theelementary theory of the medicare; it also seeks the most feasible way establishing andperfecting the social security system for the peasant laborers and presents the specificmeasures to establish and perfect the medicare system for the peasant laborers on thebasis of analysis about two illustrative cases of the medicare system for the peasantlaborers.
