In the past 20 more years' reform, the government has made many attempts and efforts, making certain progress in certain aspects. But generally it is not a success if we look at the data. Facing the medical health system reform, the worldwide difficult problem, the reason of failing is various. I will carry on the discussion and the analysis from the defective aspects of governmental behavior, and propose ways of behavioral rectification.The first part analyzes the inevitability of reforming our city medical service health system from the economic system reforming angle, introduces the process of the reform in public health services of institutions of party and politics and the enterprise staff labor insurance medical service system, and finally points out the questions to be solved according to the real situation.The second part introduces and analyzes in detail the governmental behavior deviations in the process of city medical service health system reform: the dislocation between public product and the personal product, the dislocation between impartiality and efficiency, dislocation between "invigorates large enterprises while relaxing control over small ones" and "stresses the small enlargement"; the vacancy in roles of planner, producer, buyer, guarantor, supervisor and so on.The third part proposes the countermeasures against the governmental behavior rectification in city medical service health system reform based on public product theory, new public administration and so on, combining the governmental behavior of medical service health system reform in other countries. That is, persisting in taking social justice as the principal core value of reforming, enhancing the possibility of popularizing medical service, strengthening the governmental sense of responsibility and integrating governmental intervention and market regulation.
