Objective:The new rural cooperative medical system is the effective measures,by the party Central Committee and the State Council for further co-ordination of the urban and rural economic development,quickly change the rural landscape,and strive to improve the health level of the peasants as well as the full-scale construction of well-off society. its essential purpose is to reduce the occurrence phenomenon of the farmers' poverty because of sickness and poorly returns,for the development of the new rural, the most important is to identify deductible of hospitalization ,the maximum and the compensatory proportion of different grades ' hospital,which reasonable or not will directly impact on farmers'benefits. Therefore,the study use different calculation methods to calculate deductible of hospitalization , the maximum and the compensatory proportion of different grades ' hospital, which will be supplied to related departments , so as to the healthy and successful development for Xingjiang's new rural cooperative medical system offers theoretical guarantee. Methods: use random cluster sampling method, 4 samples are chosen from the experimental counties of the north of Xinjiang's new rural cooperative medical in 2006, use Excel to input data, and use statistical software was SPSS11.0 to count. Use the P-P graphics to fit the distribution of medical costs, one-sample Kolmogorov-Smirnov test, and the estimation to the average hospitalization expense of each time. Results: According to the calculation of deductible of hospitalization , the maximum and the compensatory proportion ,we had renewed deductible of hospitalization , the maximum and the compensatory proportion of 4 samples, and used the P-P graphics to fit the distribution of medical costs,one-sample Kolmogorov-Smirnov test, we found out the distribution of the peasants'medical expense in different grades hospital. And we make use of the estimation of the average hospitalization expense of each time, we found out the mean and variance in actual is resemble the calculation. The project was assessed according to the fitted theoretical distribution, and it is satisfactory. Conclusion: The new rural cooperative medical system in the north of Xinjiang develops successful, but the experimental countries are conservative in the deductible of hospitalization , the maximum and the compensatory proportion. Therefore, the benefits of the parents who take part in the new rural cooperative medical system is lower, and to the determination of the calculation methods to the hospital fees, the fitting of distribution to the hospital fees, and the estimation to the average hospitalization expense of each time, which supply some theoretic basis for the administrations of the new rural cooperative medical system, and the successful development of the new rural cooperative medical system. |
