Study On Farmers' Willingness Of The Management Of The New CMS Fund

Objective: By investigating the villagers and village committee members in the sampled area and getting the related information, to find out the willingness and capability of farmers in managing the new cooperative medical care service fund, to promote establishing a sustainable development of management model with farmers participating in the administration of the new cooperative medical care service fund, and to promote the development of the rural medical insurance system and the realization of politic and economic democracy and the establishment of harmonious society.Data and method: in the research, by ways of using stratified sampling, to the nine selected villages in three towns from the three provinces in the different areas in east, central and west China, and using the typical questionnaires designed by experts, also by the visiting and talking with the objects who are the villagers and managers who involved in the new cooperative medical care, to carry out indoor investigations. There are 507 effective samples in sum, by using EPI5 to set up database and SPSS11.0 to do statistics analysis. The main methods include descriptive analysis, Logistic regression analysis, and case analysis, etc.Result: (1) the practical jam in the management of cooperative medical fund, and the existent problems in the support of national policy and fund management, as well as the successful practices in the experimental units, all indicate that farmers have the feasibility to take part in the management of cooperative medical fund;(2) by means of investigating the farmers'desire for the management of the cooperative medical fund, and form the facet of administration, find that the malfunctions existed in many aspects at large ,such as government ,market, trust degree.(3)according to the results of the Logistic regression analysis, five factors influence the significance of the desire for farmers joining the management of cooperative medical fund, including"educational degree","policy understanding grade","villager representation or not","village cadre or not","per medical cost annually";(4)It's important to respect the farmers'desire, satisfy the need of farmers, and explore a management model of cooperative medical fund that tally with the farmers'profit and guide the farmers to join.Suggestion: (1) forge ahead with the villager representation system, carry out the form of doing anything all by themselves, and probe into innovating the management model of cooperative medical care; (2) encourage farmers to set up an autonomous organization for cooperative medical care, and maintain their selves'health profit.
