Study On Rural Cooperative Medical System From Property Perspective

Rural cooperative medical system concerns the level of rural population's medical security and rural economy development and social stability, directly affects new rural construction,moreover, it is civil right to obtain medical security in modern society,so building-up rural cooperative medical system appears more and more urgent.Under this background, our country government suggests that build new rural cooperative medical system(NCMS) which will cover all rural population before 2010. For probing rural cooperative medical system founding our national condition suitable, lots of scholars and experts have made a great deal effort and scored great successes, but still have some questions not be solved (The real reason cause traditional cooperative medical system success and second cooperative medical system fail; Inherent relation between rural cooperative medical system and rural property system; How to build and build what kind new cooperative medical system to resolve rural population's medical demand etc) by now.The clue of this thesis as the following:First analyse the inherent relation between our country rural cooperative system and rural property system according property economic theory , and submit the viewpoint of this thesis; then survey some places and analyse the survey data to verify the viewpoint of theory analysis; finally submit suggestion and countermeasure for making new rural cooperative medical system perfect combining with the problem of NCMS.This thesis contains four major parts, Part I rural cooperative medical system's vicissitudes, know the effect and the property system environment of traditional rural cooperative medical system and second rural cooperative medical system through survey four places of three provinces,which help Part II 's theoretical analysis. Traditional rural cooperative medical system made great success for it was adapt to rural collective property and existed inherent inspiring mechanism to interrelated beneficial body , but second rural cooperative medical system which tried to rehabilitate and reconstruct rural medical system appear discomfiture complexion of "spring found ,autumn fail" for it wasn't adjusted to rural multivariant property system environment and didn't exist inherent inspiring mechanism to interrelated beneficial body. Part III inquires and analyses NCMS, finding its disadvantage, and then submit valuable suggestion: build NCMS to be adapt to current property system, which the government leading factor and correspond the benefit of interrelated beneficial body. Last part mainly expounds the innovation and the deficiency of the thesis.
