| This thesis is a study on how to improve New Cooperative Medical Scheme(NCMS hereafter) management by way of imformationization management . It argues that establishing a sound NCMS system is of vital importance in improving health conditions of peasants,promoting rural economy and building harmonious society.Because of wide coverage, large numbers of participants,sparse medical-care centers and large amount of information,informationization management of NCMS (IMNCMS hereafter) has emerged as a sound and indispensable way to improve efficiency of NCMS management.Still at the pioneering stage, IMNCMS calls for much effort to gain noticeable improvement.It is also a long-time process that depends on the gradual maturing of NCMS regulations.The structure of the whole thesis is as follows. Firstly,it introduces different levels and characteristics of IMNCMS.Secondly, it discusses roles of imformationization management from four aspects:1) finance security through careful management,2) expenditure cut down through improved efficiency,3) winning people's heart through fair and just management,4) more efficient management through scientific decision.It also sketches out the basic structure and functions of IMNCMS. Thirdly,it shows how to apply IMNCMS in finance exchange and decision making. And regarding live on Internet as its goal,it explains four key factors in informationization:1) consistent norms,2) establishment of network at the county and province levels , 3) building of informationization system,4) security system. Fourthly,it discusses non-technical restrictions on IMNCMS , namely limited basic conditions and investment , little knowledge,lack of norms and lack of informationization management personnel.Against these restrictions,it puts forwards the following suggestions on how to improve it—sound leadership,more investment, specified needs, scientific reasoning,overall planning, adaptation to specific situations, step by step and high quality personnel. |
