A Study On The New Type Of Rural Cooperative Medical Care System In Less-developed Regions Of China

As a critical factor, the present lag on rural medical and health care services influences the improvement of peasants'living standards, and restricts the development of rural economy and society. Therefore, establishing and strengthening rural medical and health care services system, especially for those less-developed regions, has become an essential part of implementing scientific outlook on development and building a harmonious society. The core of this system is to build and perfect the new type of rural cooperative medical care system.In recent years, studies and research on this system by experts has promoted its implementation and acquired some achievements in many developed areas. However, because the less-developed rural areas differ a lot from the developed regions in geographical condition, economy, culture, health condition, perspectives on seeing a doctor, etc., the implementation of the system will definitely encounter unique limitations. So we can not be optimistic towards the rural medical and health care situation in less-developed regions and it is an urgent task for us to establish rural medical and health care services system.With a visual angle of multi-discipline on economics, politics, and administration, this paper tries to analyze the barriers of the practice of the system and its reasons ,and to propose effective resolutions, basing on the theory of Chinese rural medical and health care services, foreign research on rural medical and health care services, and the development of rural cooperative medical care system in less-developed regions. Furthermore it provides some theoretical research and policy suggestions in order to elevate the system design and working environment, and guarantee the sustained development of this system in less-developed regions. Partâ… offers a discussion of medical and health care services concerning its connotation, main contents, system construction, and definition.Partâ…¡makes an analysis of the traditional cooperative medical care system in the People's Community Period in relation to its origin, evolution, and revelation. It explores the causes for the discomposition of the second cooperative medical care system deconstruction and re-establishment of new type of rural cooperative medical care system. The necessity to improve the new type in less-developed regions is further explored on the basis of the rural features and the situation of health care services.Partâ…¢analyzes the content and characteristics of the rural medical and health care services in Japan and Mexico. It suggests that the Chinese government should take more responsibilities, gradually promote the development of the new type of rural cooperative medical care system in less-developed regions according to specific conditions.Partâ…£examines the exsisting barriers to the implementation of the system, and finds that the ambiguity of the governmental role in the new type of rural cooperative medical care system, the defect in the system design, and the indifference of the participating peasants are all limiting and restrictive.Partâ…¤proposes some strategies to keep a sustained development in less-developed regions. The paper suggests that the government should clarify its role, take more responsibilities, perfect the design of the system, strengthen peasants'participating consciousness in less-developed regions to promote the effective practice of the system and accelerate the establishment of the system. It can be predicted that although there is a long way to go to realize the goal on rural medical and health care services, the peasants in less-developed regions will no doubt enjoy the great achievements of the economical and social development equally with peasants in other areas, and urban citizens.
