The Research On New Rural Cooperative Medical System In China

It is the necessary duty of every government to protect the health of every citizen, Preserving and respecting the right of citizens'health is also the symbol of each social progress and civilization. In recent years, Because of aging-population and increasing price on medicine, medical expenditure increases faster than peasant income. More and more peasants can't afford the increasing medical expenditure. At the mean time, illness always results in poverty. In order to solve the medical problem of rural dwellers, our government makes a decision to carry out the New Rural Cooperative Medical System.During the 1960-1980s, the Rural Cooperative Medical System had played an important role to insure the health condition of the farmers and improve their living standard. However, with the reformation of rural economic system, traditional rural cooperative medical supply declined rapidly. The peasants in our country lost the basic medical security while rural medical and health condition deteriorated. Poverty caused by illness is more and more serious. In order to improve the rural medical & health condition and relieve the burden that illness brought to the rural households, our government has actively begun to explore and rebuild the Rural Cooperative Medical System, and reset the supply of Cooperative Medical System as well since 1990. In early 2003, our government began to carry out the New Rural Cooperative Medical System. Since then, the construction of Cooperative Medical System has stepped into a new stage.This paper starts from the development process of the Rural Cooperative Medical System. With the abundant survey data in that of jinyan, Sichuan Province, gives an analysis to the running effects of the experimental Rural Cooperative Medical System and problems lied there. Then deeply study the specific reason which based on the New Rural Cooperative Medical System problems. Finally, bring forward the policy suggestions on promoting the sustainable development of the New Rural Cooperative Medical System systematically.From theory to practice, this paper has its own side. Innovations of this paper are as follows: In theoretically, this paper give the New Rural Cooperative Medical System a reasonable localization, unifies other systems with the New Rural Cooperative Medical System, rather than implement it in isolation; In practice, From the government situation of the New Rural Cooperative Medical System and a summary of the field study conducted in parts of the province. Comprehensive Utilization information to explain the implementation of the New Rural Cooperative Medical System and pointed out the problems that exist in the promotion process. It is hoped that this paper can give the country, especially poor areas some enlightenment.
