Institutional Framework And Policy Design For Full-covered Medical Security

Social medical security for every resident is the symbol of progress and civilization of a society. Also it's a fundamental and important project to build a harmonious society. As the further progress of national economy, people should share its fruit and be assured to obtain the basic health care and medical security. To enhance the health level of the whole nation is a guarantee to construct a well-being and harmonious society. In this part, the author designs the covering range, the source and ratio of the financing, the management system, and the treatment. Besides, the author focuses on the students and teenagers and the field-lost peasants'medical security as well. Finally the author suggests how to improve the new rural cooperating medical system to cover all residents in rural areas.
