Researches On The System Of Social Medical Security In Our Countryside Of Northwest

Social medical security system in countryside is an important part of our social security system .The lack of social medical security in rural areas of northwest has been an obstacle to better the rural residents' standard of living and health .In 2003 ,it initiated the experiment in expanding the coverage of the new cooperating medical security system .Signifying that the reform of this system has shifted from the experimental period to extention on a full scale, it would manage to promote the reform of the system of funding operating , the medicine manufacture, distribution and supervision.These indicate that exploration needs to be continued whether in the improvement of the social system, shift of security models and reform of the management system ,Only through regulating with law , therefore, steady and effective operation of system could be achieved. Legislation based on the experience and lessons is the most effective approach to accelerate the development and perfection of the system of social medical security system in our countryside of northwest.After investigating and analying the realistic situation of social medical security system, The thesis attempts to set up a complete and effective regulation system of law .There are four parts in this thesis, the first part is the basic concept of Social medical security, which is the essential prerequisite of proper understanding of the system , the second part introduces the evolution of social medical security system , and analyses the reasons why social medical insurance lags in our countryside, and points out that the new cooperating medical security is the primary form of this system, the third part investigates the realistic situation of social medical security system;studies the defects and deficits, the fourth deals with this system abord and developed area in my country, then points out the base of this system;the last part brings forward the recommends and measures on how to improve and perfect the social medical security.
