The dissertation focuses on the need of innovation in treating the emergentpublic health incident in China. The relative analysis and retroanalysis methods wereconducted in the study. After analyzing the occurence , developing and history of themechanism of treating the emergent public health incident in different countries, themutual characteristics and the common rule of the treatment on emergent publichealth incident were summarized. The study mainly discusses the history backgroundof the treating for emergent public health incident in China, at the same time the studyshows out the characteristic and disadvantage of the treatment nowadays. At last theprinciple and assumption in reconstruction of the system were suggested.This dissertation discusses the characteristics, problems and realities of severalimportant emergent public health incidents in the world. Then the weak points of themanagement for emergent public health incident by health care department wereanalyzed. The dissertation shows out the opportunity and challenge, the position andtask, the problem and the countermeasure of the health care department in treating thepublic health incident. The dissertation also discusses the new concepts, the newthoughtways, the new angle of views, the new frames and the new countermeasures inhow to treat the emergent public health incident efficiently. All the discussion wasbased on the statistical data derived from questionnaires. In conclusion, following thespirits of the integrate theory with practice, the dissertation shows out the fundamentalframe of the management system in treating the emergent public health incident fromdifferent point of view and suggests the prospective treating methods andmacroscopical guidance strategy.
