Experimental Unit Compensatory Mechanism Study Of Yunnan Province

In this article, we will do the comprehensive in-depth study about cities and towns community health service compensation mechanism of Yunnan province, choosing six representational experimental units in the whole province, which are Wuhua Xizhan community health service center and Guandu Jinxing community health service center, Qujing Nanning community health service center, Kaiyuan Dongcheng community health service center, Chuxiong Erchang community healthservice station, Xiangyun Huayan community health service station. Objectives: Benefiting from correlative theory and method of home and international, we will describing and analyzing the functional present situation of cities and towns community health service development from what is actually happening in Yunnan province. Defining the range of public health service and admitting-public health service, carrying through cost-counting about primary item, confirming redeeming item and measuring financial redeeming quantum, bringing forward detail redeeming project. It will offer decision-making foundation for the government of all levels to constitute and carry out ancillary policy. Methodology: On the basis of defining public health service and admitting-public health service, we use program-counting method, which is used widely in the whole country. Then counting the amount of public health service and admitting-public health service from 2002-2004, and pulsing both of them, which is the bearing amount of government. Findings: 1. Investigating results: (1). Leaders attaching importance to it, if administering some financial or unit assistance, they will develop public health service and admitting-public health service well. (2). The random of financial assistance resulting in the fluctuation of workload. 2. Existent pressure after contract restricting the normal development of preventionand caring badly. Quantificational counting results: According to the counting results of six CHS, the average amount of public health service compensation is 7.81 yuan/everyone/year, the average amount of admitting-public health service compensation is 2.15 yuan/everyone/year, the total amount is 9.96 yuan/everyone/year. Suggestions: 1. Strengthening responsibility of government, defining the compensatory standard and ensuring sustaining health development of CHS. 2. Strengthening the construction of basic health service system, rising funds from different channel, enhancing energy themselves of CHS.3. Controlling admittance strictly, building admitting mechanism of Yunnan province CHS as quickly as possible, and increasing the watch and control dynamics of CHS.
