In the field of public health, China was regarded as the most successful country in the world in seventies, while whose rank of health performance has dropped to No. 144 by 2000. At the same time, public hospitals have become profits companies, and the doctors think over benefits much more than ever. Especially after the No.3 conference of CCP in 2003, external power has been driving public hospitals into procedure of system reform. At present, there are several forms in public hospital reform area: stock company, joint-stock company, hospitals group, tenancy, trusteeship, vendue, etc. Most public hospitals in other countries adopt corporationize model, that prompting mechanism, competition mechanism and framework of private companies are introduced into to raise their performances. Based on comparing different reform models, this study focuses on trusteeship in Wuxi public hospitals, trying to use public administration theories to analyze the role of government in the health product supply market and the value tropism of public hospital reform. And the study concludes that corporationize is the leading model for public hospital reform in China at present and expatiates the technical route of corporationize reform in public hospitals.
