| Due to the influence of planned economy, medical system in China has long weighed multivariate management method, leading to the ubiquitous existence of so-called "strip & piece separate" between each department and region, unfair distribution of medical resources, repetitive construction, and many other low efficiency problem. With the deeply reformation of economical systems and the promotion of medical security system's reformation, medical resource distribution problems under the old system are more obvious. Those problems include unfair distribution, urban and rural areas having inequable access to medicare system, waste and shortage of medical resources, etc. These problems have even become a heavy burden to the government, enterprises and individuals. Area Medical Program (AMP) is an advanced modern model. Based on information such as regional economic development status, population, demographic features, natural environment, local medical needs, AMP can forecast the public medical demands in the area, which will in turn effectively guide the basic medical service providing, the establishment and collocation of medical institutions, medical beds, medical staff and facilities in the area, further more, greatly improve the comprehensive medical service providing capability and quality in the region, ensure the public a fair and effective access to the medical resources concerned.This paper has made a thorough investigation and analysis of the medical system in No. 8 Agriculture Production Division, Xinjiang Production and Construction Group; on the base of that, conducted a systematic study of the public health, medical service demand, medical resource availability and utility in this area. Referring to the "need-demand analysis" recommended by the Ministry of Health, the author has made an "area medical resource demand forecast" research. Policy suggestion of the regional medical service management has been drafted wishing to have the regional medical resource reasonably disposed. This is the first systematically study of the medical service program in Xinjiang Production and Construction Group which combing the qulatitative methods with quantitative methods altogether, and will have great demonstrative and referenced value for other agriculture production divisions to review their respective medical service program. |
