On The Management Mode Of New Rural Cooperative Medical Care System In Northern Area Of Zhejiang Province

Rural modernization is the key component of China's modernizations; the living and health condition of peasants, the subjective roles in pursuing rural modernization in China, is one of the indicators of progress and standard of China's modernizations. With the market-oriented.reforming of new medical care and hygiene system and disorganizing of old rural' cooperative medical care system, peasants are becoming the underprivileged ones paying the fees all by themselves. As a result, the problems of peasants' health and living are becoming critically serious. As a social welfare, health care may promote our abilities of fulfilling our values and pursuing our happiness-the symbols and drives of human civilization, it should be shared equally by all citizens in the country, no matter what their living conditions are and what their economic status are. Meanwhile, as a human resources of investment, it can promote our country's competitive power worldwide. The social medical care system without urban and rural discrimination and medical care for the poor peasants free of charge are implemented in most of the countries in the world. In China, some cities and districts such as Xunde, Jiangying , Jiading District and Haimen grope for the new rural medical care system and have accumulated quite a few successful experiences, which are worthy of our reference.The Northern area of Zhejiang Province is one of the reforming areas of China modernization, and the important experiment area of China's new cooperative rural medical care system. Investigations show that, this area has excellent social and economic foundations in implementing the new cooperative rural medical care system; and the prevailing cooperative medical care system has played certain role in safeguarding peasants' health and alleviating the risk of serious diseases. But, as a whole, there exist problems such as different management role existing, fragile safeguard power, unscientific budget of fund, weak health foundation and lacking of medical care relief system, which demand urgently solutions. This paper is to put forward the solutions with regard to these problems respectively, and present a whole theoretical blueprint in building up the management mode of a new cooperative rural medical care system in Northern area in Zhejiang province. Finally, some common management problems in medical care system are analyzed and the solutions are put forward correspondingly as well.
