Concerning the whole world, the competition of comprehensive nation power is fundamentally the competition of science strength. The development of science and technology depends on the social and economic conditions, which in turn are dependent on it. In the relationships between the science and technology and the social and economic development, there is a significant bridge-the transformation of scientific achievements that is the process of turning techniques into material productivity.At present, the research in this area is still limited in qualitative analyse. Few quantitative analyses are carried out. It is the first time for our country to quantitatively analyze the medical science achievement transformations.The medical science achievement transformation refers to the procedure in which a new medical product or technique is researched, manufactured and marketed. We analyze the mechanisms in three aspects: dynamics, operation and distribution mechanisms. According to the characteristics of the transformation,we establish four phase indices: the rate of commercializing medical science achievements, the success rate of medical research before clinical practice, the success rate of the technological development in the clinical practice and the success rate of sale. And then, we sum up the four indices into a general one to calculate the rate of transformation. On the basis of massive investigation and research, we collect statistics data as many as we can. In combination with the data in the medical industry science and technology statistics datum base of National Medicine Supervision Bureau, according to the integration principle of combining the qualitative analyse with quantitative analyse and utilizing systematic theory, layer analysis means and systematic dynamics theory, we quantitatively compute the success rate and final transformation rate of medical science achievements for the first time.Based on that, we compare and evaluate the versatile transformation patterns, discuss and analyze the impeding elements, especially about the existence resources of the repetitive and low level research on the medical science achievements. Then weconclude as follow:1.The repetitive and low level research is an inevitable consequence of the current policy, system and development condition.2.Large enterprises are reluctant to adopt the leading strategy although they have the ability to do it are able to do it, while the medium and small size companies, they have motivity and pressure, but limit to the conditions so they have to follow the pursuing strategy under most conditions. This is the main reason why the level of the technological development is low.3.The investment in medical science is inadequate, and the scientific resource disposition is inappropriate.4.The repetition and the low level development are each other's cause and effect.In addition, we analyze the problems such as the over short effective period of a new medicine caused by the low level repetition, the difficulties encountered in the new productdevelopment-the inability to promote the medical industrychanging from extensive to intensive, from speedy to profitable,and imitation not being able to support the creation, etc. Moreover, we take in the pattern and success experience of developed countries in the scientific achievement transformation, and put forward an inventive strategy suitable for our country.
