This paper mainly analyzes the course of construction, construction technology in the project of transmission line and substation construction. Through this way the author reveals the source of soil erosion and its characteristics during the construction process, which provides a basis for the constitution of corresponding conservation measures and monitoring contents in water and soil conservation. Meanwhile, it also serves as a theoretical basis for the planning of monitoring frequency and monitoring sites.The following are characteristics of erosion source in project of transmission line and substation construction.1) The discrepancy in different periods of erosion2) The discrepancy in quantity and quality of erosion3) The discrepancy in disturbed-surface of erosion4) Dynamic changes in the area of disturbed-surface5) The discrepancy in different slopes of disturbed-surface6) Soil erosion caused by other kinds of erosion points such as temporary hillock, roads for construction and tow field.7) The discrepancy in different start-time of constructionBased on above characteristics we can determine following monitoring contents of transmission line and substation construction project.In the point-project we emphasize on the ground monitoring in the substation, main goals of which are determine the scope of erosion-control and erosion-prevention, the area of disturbed-surface and the area of disturbed-surface which has been renovated. As to the amounts of soil erosion, we take advantage of sedimentation basin to determine the amounts of soil erosion in side slopes of to-the-substation road and outward substation. We use model-analysis to determine the amounts of soil erosion in inward substation.In the line-project we emphasize on the survey monitoring in foundations of power-tower and their temporary construction area. The main targets are to investigate those areas occupied by power-towers, whether the construction districts of power-towers cross the red-line, whether they pose disadvantages on downstream and adjacent areas, whether there are potential geologic disaster points and the effects of water and soil conservation projects. As there are two kinds of power-tower, ground power-tower and high-low leg power-tower, the amounts of erosion in them will be different. Under this situation, we use different methods to monitoring the amounts of erosion. As to ground power-towers we apply the way of model-analysis, as to high-low leg power-towers we take advantage of erosion gully method to assess.The revelation and analysis of soil erosion source and characteristics during the course of construction is the important and difficult point of this paper. And it is also the reason why present water and soil conservation monitoring in development and construction projects has such problems as bad common availability and operationality. Therefore, only through individual analysis on the course of construction and construction technology in various development and construction projects can we constitute relevant water and soil conservation monitoring plans.All in all, the research on water and soil conservation monitoring in the project of transmission line and substation construction is a valuable and worthwhile study. Because a perfect water and soil conservation system can timely reflect the dynamic of post-disturbed soil erosion and the performance of water and soil conservation measures. Thus we can make some remedies in time, minimize the quantity of construction-caused soil erosion and minimize relevant dangers, maximize the benefits of water and soil conservation measures, and achieve the double win of economic construction and environmental protection.
