Agriculture is the foundation of the national economy, requiring a long-term and stable development. However, at present, there are many restricting factors which always limited the development such as the low efficiency of agricultural production, slow growth of farmers' incoming, excessive consumption of agricultural resources and ecological damage to the environment. Combining techniques from modern computer, database, GIS and network, the study focused on the systematic research and applicable development by rationally utilizing the agricultural resources of Information Village Model.Through the digitalization and networking of various rural information, the study established the WebGIS-based farmer production management and decision-making system, and integrated various types of information resources from rural areas and agricultural means of production, and rationally made decisions in agricultural production layout of the farmers. The Information Village Model that integrated agricultural production, management, analysis and decision-making will be built, and it will facilitate the process of agricultural information construction, and promote the development of agricultural economic and management skills at the Model village.In this study, some important works were carried out as follows:(1) Establishing the WebGIS-based Information Village Model (IVM). In the form of web pages, we showed users some spatial information about the IVM roads, houses, massif, land use, soil, elevation, and some attribute information about rural resources, farmers' management of the revenue and expenditure, farmers' means of production. This system could provide the functions such as browsing, query, spatial analysis, decision-making, and so on.(2) Developing agricultural production units for an individual farmer in agricultural production and management decision-making system. In the individual agricultural crop production processing, the system optimized and re-combined all elements in agricultural production and management and factors of production including market, the means of agricultural production, agricultural resources, organizational management and marketing. Using linear programming model for the system could get the greatest goal-effective optimized combination layout of farming.(3) Carrying out application of farmer's production management decision-making system. The paper introduced the data source of the system, the way of choosing decision variables and the process of establishing constraint equation. Also it was applied in the training area. The result showed that the agricultural production efficiency is significantly improved comparing to the conventional scheme.(4) To analyze the sensitivity and shadow price of dual linear programming. The analysis of sensitivity could help to balance the discrepancy between the effectiveness of farmers' incoming caused by market price fluctuation and the layout of the production and operation. Using the analysis of shadow price would reflect the scarce or deficiency degree of resources, and allocated various resources nationally and efficiently.In a word, the paper summed up the WebGIS-based farmer production and management decision-making system and the development of applied research. Four characters were concluded, further more, Discussion about how to improve the system were carried out.
