Water is a kind of basic resources that can not be replaced. It is water issues that will be the most serious resource problem in the 21st century. Regional water resources can be reasonably used through regulation and Storage of water resources. As the advanced technique of geo-information science, remote sensing technology is the most effective technology of earth observation and means of information Acquisition, and it has been widely used in related fields of regulation and Storage of water resources.The project of emergency groundwater source in Huairou in Beijing was an emergency water supply system project to protect the city water supply. But groundwater level dropped, groundwater flow field changed and cone of depression appeared in some areas, due to sustainable exploitation in groundwater source in long-term. Therefore, this paper collected and analyzed geological data and hydrogeology data, taking the case of emergency groundwater source in Huairou and Shunyi plain. The source and sink terms of three-dimensional numerical model of groundwater flow was made more accurate in this paper, by used remote sensing technology. After constraints were proposed, model of regulation and storage was created and sustainable utilization program of groundwater was determined. Main content and production can be summarized as follows:(1) Remote sensing digital image processing was introduced, based on SPOT remote sensing image. Based on spectral analysis of ground objects, accurate classification of agricultural information was accessed, by used object-oriented method to interpret remote sensing images.(2) Agricultural demand for groundwater and infiltration capacity from irrigation water were gained based on accurate classification of agricultural information and the source and sink terms of three-dimensional numerical model of groundwater flow was made more accurate. (3) Based on the predictions from the three-dimensional numerical model of groundwater flow, the sustainable utilization program of groundwater was determined, under the control of the constraints.In sum, the three-dimensional numerical model of groundwater flow was made more accurate in support of remote sensing technology in this paper. Based on the predictions from the numerical model, the sustainable utilization program of groundwater was determined, which undoubtedly could provide the scientific basis for the sustainable use and management of emergency groundwater source in Huairou in Beijing and could contribute to rational utilization of regional water resources.
