BackgroundWith the advancement of health informationization construction in China, China government formulated a national heath informationization development plan named’4631-2’, which in turn accelerated the health informationization construction. Unfortunately, for many reasons a great number of information projects cannot be timely completed. Today, no project management system has been established in China and no effective tools for time managing either.ObjectivesThis paper applies Earned Valued (EV) management to a health informationization project which is administrated by Chinese Center for Disease Control and Prevention. The purpose of this paper is to propose evidence and recommendations for further health informationization projects time management studies and practice.MethodsStarting from a review of the Chinese health informationization projects management system, this paper determined measures and indicators which would be utilized in this project. Then project performance was analyzed by comparing the performance indicators to the Performance Measurement Baseline (PMB) and actions were taken based on the variance analysis.ConclusionsThis practice shows that earned value management uniquely provides quantitative project performance information on the health informationization project as well as provides predictive information on future performance which helps to manage potential risks. However, this success cannot avoid project delay.
