The new reform of pharmaceutical and health care systems is in the critical stage, and the reform for the public hospital, as a key point, is struggling. For a long time, management patterns in the era of the planned economy are being utilized in the public hospitals. With this pattern, distribution equalitarianism prevails, market competition mechanism lacks, and there is no performance appraisal mechanisms. Thus, causing high operation cost, inefficient management, inactive employees, and poor performance. What’s more, the government investment is not used efficiently, limiting the functions of public hospitals regarding the role of ensuring people’s health. Currently our country is moving forward with the reform of pharmaceutical and health care systems, so the public hospitals are confronted with the significant changes of external environment and internal organization. This essay is focusing on the internal management mechanism to study the performance management in the reform of public hospitals.As we all know, public hospitals are medical institution set up for public interest. To offset market failure, the government must invest more and show the benefits of public hospitals. And the limitation of public financial resources determines that government’s investment must end up with the high efficiency, which means the best input-output efficiency. So it is of great practical significance to study the performance management. Scholars at home and abroad have done a lot of research on this part, but not enough for hospitals for infectious diseases. This article is to study performance management based on the situation of public hospitals for infectious diseases, which gives a complement to the study of performance management.As a special kind of public hospitals, the hospitals for infectious disease offer public health care service, which is indispensable in responding to public health emergencies. The treatment of patients with infectious diseases is costly, but it is obviously beneficial to the public, so the government must ensure the implementation. The duty of government investment is clearly stipulated in the reform, and the following work is to improve the internal management of the hospitals for infectious disease, especially the performance management, which leads to the best input and output efficiency.The new science of public management advocates to introduce the advanced management, and a large number of examples have shown satisfactory results. In the field of company management, balanced scorecard is an important performance management tool, Since its launch, it has been highly valued. This article is to discuss the performance management based on the balanced scorecard, and offer suggestions accordingly.The study methods of this article are literature research and Delphi method to set up the balanced scorecard, and observe and analyze implement result. Therefore, hospital S can make improvement according to balanced scorecard, and evaluation system can be more scientific and reasonable. Meanwhile, there are some problems in the performance management according to balanced scorecard, for instance, the management judgment indicators are too subjective, which leads to the doubt for impartiality; the information limitation and inactive employees, which results in the limitation of getting management indicator; indicator needs to be adjusted and improved continuously. This article is to learn successful experience from public hospitals abroad, and propose the application of new public management theory to performance management of public hospitals for infectious disease. Furthermore, the strategic aim of the hospitals are made clear based on balanced scorecard. Moreover, public benefits are implemented, through building internal communication and improving information system. Therefore, hospital development can be more vibrant and hospital’s internal management can be changed from extensive form to intensive.
