Research On Medical Assistance System Of Urban Vulnerable Groups In Heilongjiang Province

In China more than 30 years of reform and opening up, in the socialist construction made great achievements, also brought along the gap between the rich and the poor continue to increase and the Gini coefficient is increasing year by year, the urban population is rapidly increasing. In 2013, our country city changes rate has reached 53.7%, the urban population growth requirements in China should continue to improve the level of urban medical and health service. Due to the current medical aid system in the system construction, operation mechanism still exist some problems, many low-income groups illness because does not have the ability to pay medical expenses and had to abandon the treatment, there are some people because of disease treatment and more debt, poverty, returning to poverty due to illness, these have become prominent problem of people’s livelihood.In this paper, the object of study for Heilongjiang Province medical salvation system for the urban vulnerable groups. This paper introduces the implementation of the medical assistance system in Heilongjiang province development situation, elaborated the province medical assistance to vulnerable groups development situation, has carried on the analysis to the shortcomings and defects existing in the medical assistance system, also in reference to the experience of domestic and foreign medical assistance system based on the proposed improve medical assistance system existing problem of countermeasures and suggestions.
