| Appropriate level of sanitary or phytosanitary protection means the level of protection deemed appropriate by the WTO Member establishing a sanitary or phytosanitary measure to protect human, animal or plant life or health within its territory. Many WTO Members otherwise refer to this concept as the "acceptable level of risk"This paper brings forward a point of view to thoroughly change the animal health status of China by establishing the"National Appropriate Level of Protection on Animal Health"(Appropriate Level of Protection on Animal Health or ALOP)According to the rules of ALOP in the Agreement on the Application of Sanitary and Phytosanitary (SPS) Measures, the paper discusses the conception of ALOP, and studies the requirement of ALOP and the principles, content and the key points to the establishment of ALOP. Further more, it analyses the national Management frameworks of veterinary services, situation of national animal disease prevention, system of animal health law, emergency response system of animal disease and the animal health status of United States and Australia.
