It is very important for determining irrigation schedule and reducing available irri-gation water lost and promoting water utilization efficiency to eatimate correctly water requirements. Crop water requirements are relevant factor of water balance in root zoon and energy balance of two sources .So there is important theoretical significance in un-derstanding the principle of water-saving irrigation and energy circulation of sources by making use of the energy balance theory to research the mechanism of crop evapotran-spiration.This study based on the two year's experimental data of millet harvested fresh growing at the grassland planted by person located at The HengZhouYu region of ZhengLanQi Banner from the research program, A study of Scientific Allocation of Wa-ter Resources for Vegetation Construction in The Sandy Area Between Beijing and Inner Mongolia, supported by National Natural Science Foundation of China to study the rela-tionship between water requirements of row and energy partition and exchange of two sources under non-water stress condition.The main contents of the papers are as follows:(1) Daily reference evapotranspiration ETo of millet harvested fresh have have been calculated. The millet water requirements for different experimental treatments of irri-gation in 2004 and 2005 year have been calculated by using dual crop coefficient ap-proach presented in FAO-56.(2) The two sources model of millet harvested fresh under non-water stress condition for estimating evapotranspiration is established by using turbulent diffusion theory and energy balance theory. The water requirements of millet harvested fresh in 2004 and 2005 have been estimated by solving two sources model using meteorological data and evaporation data observed. The comparation of water requirements of millet harvested fresh from dual crop coefficient approach and two sources model have been undertaked in this dissertation.(3) The varence analysis between water requirements and green yields of millet har-vested fresh has been undertaked using two year's experimental data.
