Although water shortage is a serious problem in our country, water waste still widely exists, especially in agricultural use, which occupies 75% of the total amount. In arid or semi arid zone, growth of farm crop mainly depends on irrigation. At present, less then 50% irrigation lands possess 80% grains in our country. Automation and information is a tendency in 21 century, included irrigation .The ultimate purpose of establishing the irrigation managements system is to accomplish the automation and information of the irrigation process, to promote the efficiency of water use, to increase the yield and improve the quality of crop, which is the inexorable trend of the future development of the irrigation agriculture. Technicians, both home and abroad, have already done some exploratory and practical work in this field, and have also developed some systems. However, these systems still have some defects in operation, user-machine interface, and the reusability of the program.The paper analyzes and designs the feasibility and method of irrigation managements system. Then, Soil moisture budget model and hydrologic model are individually used to build a model for simulating and forecasting soil moisture content on the basis of the characteristics of evapotranspiration of different corps during different growth periods, and the relationship between soil layer structure, soil water shortage and soil moisture content. The result of simulation shows satisfactory agreement with the observed soil moisture content date in Ningxia irrigation district. Try to establish mature and utility software of irrigation managements system.
