| The authors studied the current veterinary service system and its operational mechanism in Zeku County, Qinghai Province by using empirical analysis methods. Following conclusions have been drawn by the authors:1. A primary veterinary service network has been established at province, prefecture, county and township levels. Township and village veterinarians network is the major bodied for providing the veterinary service at the grassroots level.2. The grassroots level veterinary service system is administrated by the government and operated by the service institution. Whilst the government, as responsible administrator, plays very management weak role in the operation;3. Major problems existing in the practice are: (i) institutional constraints, lack of clear identified roles and responsibility; (ii) Poor facilities and infrastructures, lack of transport means for service; (iii) lower personnel qualification of the service team; (iv) lack of village veterinarians and lower technical qualification; (v) lack of a reasonable payment mechanism, payment service system is not yet established. Lack of self-development capacity; (vi) Lack of motivation and incentives for qualified personnel; (vii) Lack of effective lawns and regulations for veterinary service.4. The epidemic management efficiency is negatively affected by the time conflict between vaccination and production activities. In addition, weak vaccination awareness of herders is another reason for lower service efficiency.According to the above findings and conclusions, the authors also recommended various countermeasures for improving the veterinary services. |
