Water is the source of the lives, and the material basis of the human beings' survival and the social and economic development. However, sharp contradiction has beenformed between water supply and water requirement, which becomes one of the key obstacles of social development The optimal allocation of water resources is an effective way of solving the problem. So the study on optimal allocation of water resources has important theories value and practical meaning.The main problem in the irrigation district's allocation of water is point out,on the basis of systematically discussing and reviewing the optimization theory of water resources.Thc main content is as following :Firstly, ecosystem and ecological water requirement theories have been systematically discussed. The calculation method of Ecological Water Requirement has been summarized.Secondly ,on the base of large-scale system theory.the model of allocation of water in irrigation district is built The model solution is given, which is based on the decomposition-coordination and Genetic Algorithms.The model ascertains the optimal allocation project of water quality and quantity, with the maximum objective of integrate benefit.lt also optimize irrigation procedure of the crops and water allocation of multi-crops, based on dated water production function.Thirdly ,the Water Resources Allocation model of Irrigation District are applied to Wuan Irrigation District in Jiangsu.
