Inadequate water resource limited the development of crop production. Increasing WUE is the main way to solve the offer-demand contradiction of water resource in Bashang region. In this paper, a comprehensive plant system was proposed suit plant to markets suit plant to water resource and plant with plastic film. The results as follows: Crops used in this study were divided into three groups, i.e. food crops, food & vegetable crops and vegetable crops. Representative of the three groups are spring wheat, potato and radish respectively. Three crops had different adaptability. The analysis on precipitation adaptability of the three crops proved that potato had the best precipitation adaptability, radish took the second place, then, spring wheat. Ground water level affected the amount of underground water evaporation. The underground water evaporation on radish field of one-meter groundwater level was 7 1.78mm, two- meter ground water level was 25.79mm and three-meter was almost zero. So soil moisture on different ground water had discrepancy obviously. The analysis on soil moisture adaptability of three crops proved that spring wheat and potato had the best adaptability to soil moisture of two-meter ground water level, radish had the best adaptability to soil moisture of one-meter ground water level. Concerning on the irrigation adaptability of the three crops, irrigation efficiency of radish was 2.86-~3.64 times of that of potato and 12.36-45.71 times of that of spring wheat. Economic adaptability is an important index to access crop's adaptability. Analysis showed that radish flet output value was 5.22 times of potato and 35.91 times of spring wheat respectively. Comparison on the three crops adaptability showed: the plant area of spring wheat should be sharp decreased, potato plant area should be stable and radish 66 plant area should be increased in order to achieve high water use efficiency,. Plastic film mulching changes water consuming character that has different trend at different groundwater level and different crops. Study showed mulching resulted in preserving soil moisture which increased in pace with ascending of groundwater and decreased in pace with the growth of crops compared with control. Mulching increased water consumption of oil-sunflower by 18.30mm compared with control, while Chinese cabbage was almost equal, radish was negative 15.40mm. In addition, mulching increased the deep-level water consumption of oil sunflower, 0-40cm level of Chinese cabbage and middle-level of radish respectively. In comparison of control, plastic film mulch increased the output of crops and water use efficiency. Plastic film mulch of radish on three-meter ground water level field, two-meter ground water level field and one-meter ground water level increased water use efficiency by 76.63%, 75.87% and 57.25% respectively. Mulching on different crops has distinct increase of water use efficiency. Water use efficiency on production and water use efficiency on energy of mulch oil sunflower had the highest increase, Chinese cabbage the second and radish the lowest. On the increase of WUE on economic, radish was the highest Chinese cabbage the second and oil-sunflower the lowest.
