Chinese economy is in a high-speed development stage, occupational safety and health management that reflecting the social civilization and progress is lagging far behind the pace of economic development. Good safety production environment and occupational safety conditions, is an important premise to promote the development of economic and social. And It is the need of global economic integration that implementing the occupational safety and health management system. And it is also the requirements of WTO rules and the needs of enterprises sustainable development. Construction industry is multiple risk factors, high degree of risk and more accidents happened. Thus, combining construction company self characteristics, it is essential to establish a modern management system of self-restraint and continuous improvement for the construction companies.Some relevant concepts of the occupational safety and health management system was introduced, and the domestic and international background of the OSHMS was introduced. The main content, features, role and the significance of the occupational safety and health management system were described in detail. Risk identification is the basic work of occupational safety and health management system, and it is also the starting point and premise. On the basis of the construction characteristics, risk factors in the construction process were emphatically analyzed. And all the maybe risk factors and existing risk factors were identified. Dangerous source is evaluated by the method of LEC. Then the risk level is evaluated and the main risk factors of construction enterprises can be got.Take a large-scale construction enterprise as an example, the establishing of its occupational safety and health management system was researched. Against the cause of the accident and the risk factors in the construction process, the occupational safety and health management system was established and implemented in the construction enterprise. Thus it enables the safety management of the enterprise change from the management model to a modern safety management model. Then the occupational safety and health self-management, self-improvement mechanism may be formed which is systematic and structured. The problems in the application process of the occupational safety and health management system were summed up after the occupational safety and health management system was established. At the same time, control measures were put forward.This dissertation first sets up a site OSH management index system from eight aspects with a systemic viewpoint, which includes safety product management regulation,safety education,hygiene and health care,safety management organization, site management,occupational safety,subcontractor management and safety technique management.Then an evaluating model is proposed using Extension Evaluation technique and implements in a typical case study.The objective entropy value method is used to calculate weighing of each level.Then the feasibility of the model was proved.
