Probability theory is the most convenient mathematical foundation to assess the structural reliability. The reason for this is the abstract mathematical theory of probability allows exist a number of different useful explanation.Using probability theory in building structural design is successful and this approach develops a variety of design standards at home and abroad,but it is weak for the ratings assessment of dangerous buildings.The fuzzy mathematics give us a good reference.Chinese current standard(JGJ 125-99) uses the assessment system based on the fuzzy mathematics and The Analytic Hierarchy Process(AHP) method.This standard is very important but the practical application for many years shows that this method has evaluation failure and distortion defects.This paper studies the assessment system of (JGJ125-99),and point out the root cause of evaluation failure is the use of the fuzzy operator, the root cause of evaluation distortion is no use of the concept of'the Force Transmission Tree'and the thought of the overall segmentation in this standard.This paper clearly indicating that it's no use to change the defect of this standard by adjusting the weights and the use of fuzzy operator and the Proximity analysis.This article compares three Chinese current standard of the ratings assessment of dangerous buildings ((JGJ125-99),(GBJ144-90), (GB50292-1999)),pointing out their respective advantages and disadvantages and putting forward the assessment system of fuzzy comprehensive evaluation of the force transmission.This method details evaluation model,having steady and good assessment effect,and solves the problem of evaluation distortion.
