The Study Of Emergency Information Management Highway Network In Shannxi Province

In recent years, as China's highway mileage increases every year, Highway Emergencies occur repeatedly, causing heavy casualties, property damages and social impacts. Therefore, the Highway Emergency disposal becomes more and more important, and emergency information management level have become the key of damaging consequences of emergency can be reduced to the smallest.This paper based on the in-depth research of the traffic emergency management of domestic provinces and cities, combined with the present situation of highway emergency of Shannxi province, from the highway emergency information management perspective,. This paper firstly introduces related-theories of the emergency and information management, and the incentive for emergency of highway network was analyzed; Through related theories introduction and combined with present situation of Shannxi province highway,it have studied the design principles and frameworks of expressway emergencies information management organization of Shaanxi province,and illuminate the functionality of Shannxi Province traffic emergency command center, provincial networking monitoring center, group monitoring center, sections monitoring sub centers,control station and other social emergency departments and personnel responsibilities; Then, it illuminates grade and principles and basis of classification of Emergency Information in Highway Network,and Introduces the four-grade highway emergencies in the standard and classification of emergency, in this paper,to better meet the present situation of highway emergency of Shaanxi Province, it has increased emergency under gradeâ…£(minor incident),and proposed the concept of early warning of emergency and daily emergency, and studied categories; Through the study and Introduction of above knowledge, this chapter have studied these information collection mechanisms, information dissemination mechanism, information submission mechanisms and information feedback mechanisms four basic components of highway emergency information management, and focused on such as the content of the process of information submission in all level emergencies. At last, it aiming at the information management of high-way emergency have composed a simulation software,and simulated some specific cases,and introduced the process of information submission in high-way major accident and the duties and functions of every traffic emergency management department.Through the study of the information management system on different grades and different classification in shannxi high-way network,and especially the process of information submission and duties of each traffic emergency management department during the submit processes, the results points out direction for formulating related rules meeting shannxi high-way emergency information management,and provides important references for the construction of shannxi high-way integrated monitoring system.
