On Water Resource Management System Under The Background Of Water-saving Society Construction

Nowadays problems of lack of water resource and water wasting are of rife ness in China. Water-saving society is one of our choices to develop sustainable development strategy. We need to try our best to construct water-saving society , which is the basic way to face the lack of water, and which is the important support of well-off society. There are several policies that are proposed by experts, in which policy of water resource management is the basic policy. Water resource management policy is the organizational protection of using water, exploiting water, saving water and protecting water. Consequently, we should attach importance to this policy. Meanwhile, Discharge Permit System, as an important link, is the vital one in water resource management policy.This paper analyzes defects of our water resource management policy according to discussing foreign water resource management experience, in order to perfect our water resource management policy and facilitate the process of constructing water-saving society.
