The effective amount of the precipitation unable to form surface runoff but available for natural and artificial zonality vegetation, though uncontrollable, would conduce to reduce the wastage of runoff water resources that supply for socioeconomic system.With the rapid development of society and economic, water resources have become the most important resources element. The traditional approach to water resources assessment of surface water and groundwater posed by runoff of water for the evaluation of diameter, there is no evaluation of non-runoff of water resources, water resources, multi-effectiveness is difficult to reflect. This article uses the generalized water resources total quantity concept, embarks from the water resources validity, carries on the development to the traditional significance's water resources concept, It is in the runoff and non-flow of water by evaporation of part of the invalid, after deducting the sum of Water Resources.Penman—Monteith formulas are used to estimate the potential utilization amount of ecological systems both natural and artificial. By the weather station, the water authority and so on have collected the related parameter.And GIS is based to generate parameters needed for calculation from digital map, which include all classes of landmass proportion and the surface characters of drainage basin. Outputs of the formulas include evaporated capacity from forest canopy, soil surface extract and soil water, by adding which to runoff water resources the whole of water resources is estimated. In addition, this article has also considered Rongxian basin water used highly effective and the low efficiency.According to the computation, the Rongxian basin in 2006 the generalized water resources quantity is 123115.8×104m3, including non-runoff water resources quantity for 90980.9×104m3;in 1987 the generalized water resources quantity was 115877×104m3, the non-runoff water resources quantity was 82878.6×104m3.This research has provided the non-runoff water resources essential data for the Rongxian basin water resources full aperture appraisal, thus to realize the social economy water used and the ecological environment water used science disposition provides the basis.
