With the rapid development of science and technology and the coming of information era, all kinds of domestic and foreign modern equipment and advanced manufacturing technology continues to be used in ship construction projects, production patterns conversion and technology innovation demand increasingly advanced management level of shipyards. Shipbuilding industry is a traditional heavy industry, whose existing management tools can not adapt to the external competitive environment and restrict the development of shipping industry to a large extent. By this token, it is very necessary to improve Chinese shipbuilding competitiveness by improving shipbuilding management level through changing the modes of the management and introducing into advanced management technique.Modern project management methods have been publicly recognized as a viable and an effective way, which can achieve complex enterprise management objectives. Taking account of the complexity of shipbuilding construction which also has the typical characteristics of "project", it's a scientific and feasible way to introduce advanced project management thoughts which use integrated systematic management and take effective control of the entire production process. As one of the advanced project management methods, Earned Value Management is originated in the early 20th century. Firstly, it was brought into the cost schedule control system standard by the U.S. Department of Defense. After the constantly development and improvement, it is gradually formed earned value analysis method used in modern project management. As the comprehensive evaluation technique of cost progress, the most outstanding advantages of Earned Value Management is able to make the project cost and progress these two major factors taken into integrated consideration, also the overall grasp and common control. Compared with the traditional method of single-factor deviation analysis, it has obviously advantages. It plays an important role in many areas of project management practices, which makes it attracted more and more attention. Therefore, the goal of the research is to make the thought of earned value theory applied in the existing shipbuilding production management. Making some supplementations and amendments on the basis of its original theoretical system, so that it can be applied to large modern shipbuilding enterprise, then its advantages and effectiveness of itself are to be proved.On the basis of detailed study of existing literature, this topic introduces the formation, development and research situation of the earned value management theory, describes the basic principles of earned value method, and summarizes the limitations and shortcomings of traditional earned value analysis methods in the theoretical model and project management practices. The topic also proposes a solution idea aiming at "the allocation of the earned value" in the prevailing view of the actual project, citing the concept of "risky earned value" to supplement and amend traditional earned value theory, discussing the feasibility of application that earned value theory used in the management of ship construction. Then the topic develops the theory of performance evaluation system and evaluation methods for ship production, based on the earned value management theory.The topic expands and improves the traditional theoretical system of earned value method to increase the accuracy of performance evaluation results, and to improve the shipbuilding projects cost and the inspecting level of schedule progress. Through creating the performance evaluation system based on the earned value theory, the topic realizes integrated control of the whole process in the shipbuilding. Through the research, this topic gets lots of significant achievements, not only in theoretical innovation, but also on the project management practices.
