Nowadays, the building energy saving research in our country mainly focus on improving the utilization efficiency of energy source, and then gradually expand to green building, continuable building and high-performance building. For the last ten years, the public buildings increase much, and the energy consume of the public buildings take much proportion for the total buildings. Meanwhile, the air-condition system, as the indispensable part of the public buildings, take half part energy consume more or less for the total public building energy consume. Hence, study on the energy efficiency of air-condition operation has much important value for advancing the building energy utilization efficiency.First of this paper, based on analyzing the affect factor for the equipments operation energy efficiency ratio in the air-condition system, we found out o lot of factors that can impact the operation energy efficiency of the whole air-condition system. Mainly these factors can be classified as four types: the system interior design category, the operation control category, the equipment interior category and the system exterior category. By analyzing the operation control category, this paper raises affect factor for the after analyses: direct control affecting factor of the operation control category and the exterior temperature and humidity.Then, we analyze the measured data for the need of calculating the energy efficiency ratio of air-conditions operated in steady flow. We measured a air-condition system of a generalized office building, based the measured data, we calculated the instant energy efficiency ratio (IEER) of the two main frame combine operation. Through the medium of single factor linear regression, we analyzed the load of air-condition system, inlet temperature of cooling water and the supply water temperature of chilled water, and the infection for each other. What's more we contrastive analysis the interzone range of each factor in IEER. By the theory of orthogonal test, we get the influence importance of the three factors. We expound the diagnose method of the mainframe control strategy, cooling tower control, inlet temperature of cooling water and supply water temperature of chilled water. And still diagnose the operation control of the air-condition system.And then, this paper introduces the eQUEST simulation software. By the eQUEST3.6b, we established a model of the office building and its air-condition system in Shenzhen, and simulated the whole year load of air-condition, then take analysis of the installed capacity and allocation of the mainframe.At last, based on the model, first we analyses the effection of CEER when these factors take independent affect. Then, we get to know the he influence importance of these factors by the orthogonal test. These researches can take some reference for energy saving operation and converting in air-condition of the public buildings in Shenzhen.
