Based on the double characteristic property of flood resource advantages and disadvantages and the conception changing from flood-control to flood-manage, and resource-rization with the reservoir flood ability, optimizing reservoir flood protection parameter and regulation to carrying out reservoir flood resource-rization controller is that one kind of direct , economical un-project measure , may for the water making use of rain or flood resource effectively and change the water from flood period into un-flood period.In our country western part arid area, the representative significance continental river basin—Jiahezi reservior in Xinjiang Manas basin has been choosed as the object of study , the following carrying out:(1) Flood resource-rization operation feasibility studyIt's necessary to felt out lower reaches flood protection current situation and self reservoir flood protection current situation, analyse the reservoir design flood and check the reservoir flood control standard, set up the key parameter of flood protection, ascertain the actual flood control capacity of reservoir, at the end, make judgement about implementing flood resource-rization controller feasibility and necessity to reservoir's.(2) Researching of limited water level by stagesAnalysing the river basin hydrology characteristic and the Manas River runoff seasonal property by stages was done, and various methods are adopted to ascertain and divide flood period, count the design flood periodization by stages, drew out the various flood limited water level scheme , throngh simulating the reservoir scheduling rule, analyzed the managing risk of flood limited water level scheme and ascertaining a proper one. Via the research, Jiahezi reservoir actual project condition does not have the feasibility putting flood resource-rization operation into practice, however, as studying , the flood control capacity is restricted by the anthor with reservoir current situation for the safety standard, it's reseached on the limited water level by stage and dynamic control relevant content. The regulation flood control and managing ways of the flood limited water level has been ascertained, and gave reservoir real time operation method.
