Natural disasters (such as hurricanes, floods, earthquakes, etc.) have always been a kind of obstacles that are difficult to overcome for mankind. Most areas along the coast are often hit by hurricanes or typhoon, causing major economic losses and human casualties. To this end, on the basis of the characteristics during emergency evacuation and the content of the evacuation plan, we do some research on the demand characteristics of evacuees. Based on this, we set up the district model and the overall optimization model and design a hybrid intelligent algorithm to solve the two models. All above, the main contents of this dissertation include:1. Based on the characteristics of the emergency evacuation issues, we propose the contents of the evacuation plan, and focus on the bus transit route.2. Creating Thiessen polygons around given station nodes and analyzing the characteristic of demand, setting two models under stochastic demand.3. Setting up the district model and overall optimization model and designing a hybrid genetic algorithm embedded with artificial neural networks and mountaineering operator, made full use of the advantage of genetic algorithms in the global search and mountaineering operator in the local search.4. Taking a numerical example to validate the rationality and feasibility of the theories and methods mentioned above. The results show that the algorithm is proved to be effective.Finally, according to the traffic situation, we propose some measures that should be taken during hurricane evacuation.
