Recently, there has been growing concern about flood resource utilization, under thecondition of uneven space time distribution and prominent conflict of the supply and demandfor water resources in North of China. Very serious water stress conditions, comprehensivlyadvancing demand for water in the continuable development of economy and society,thebiggish development and utilization potential of floodwater, the stronger economics power,science and technology progress,changing conception of water-control etc, all these makefloodwater resource utilization possible, and gradually become the new method which solvethe problem of water resource shortage. The Moon-lake reservoir, whose multi-annualaverage rainfall is only 420mm, is beside lower reaches of the Nenjiang River. The waterquantities of Nenjiang River is very rich, but the utilization of transiting water from NenjiangRiver in many years is under one percent. Facing the contradiction between water resourceshortage and not full utilization of rich transiting water quantity, channeling flood water fromNenjiang River is an effective measure, which can alleviate the shortage of Taoer River water,and satisfy the local water need.This paper analyzes and studies the issue of the Moon-lake reservoir floodwater resourceutilization, based on the water level difference between inside and outside of the reservoir.Baed on ecological water demand of the Moon-lake reach of Nenjiang River, the intergratedestimation method for floodwater resource potential is adopted, and the floodwater resourcepotential of the Moon-lake reach of Nenjiang River in different frequency is evaluated withthis method. According to the Evaluation Results, at the background of the reservoir operation,from the water level difference between inside and outside of the Moon-lake reservoir interms of water head, gathering time, water level in the reservoir, sluice situation, variationof water level difference each year etc, the feasibility of flood water utilization for NenjiangRiver by use of Moon-lake reservoir is analyzed. From the feasibility the mode of Moon-lakereservoir floodwater utilization is advanced, but the existing project condition restricts theefficiency of diverting floodwater with the two modes, so the structure measures andnon-structure measures are advanced to increase the efficiency of floodwater utilization.Forecast analysis for upriver Tao'er River,floodwater level forecast for outside of thereservoir,floodwater encountering between Nenjaing River and Tao'er River,flood season staging and limited water levels for flood control of the Moon-lake reservoir, evaluation aboutthe risk and benefit of the Moon-lake reservoir floodwater resource utilization, depending onthese analyses, by coupling those analysis results, dispatching operation schemes on the modeof Moon-lake reservoir floodwater resource utilization is established.
