According to the requirement to building new rural, the rural passenger transport becomes an important part of passenger transport. At present, there are many serious problems to counteract development and perfect of the rural passenger transport market. The rural passenger transport has been pilot studied from line distribution and power equipment in this thesis.The forecasting of passenger volume is the basic gist and important content of passenger transport network planning. The method of sort analyzing and indirect simulating has been adopted in this thesis, and this method is comprised of two phases: firstly, forecasting the average time of per capita trip in the planning year; secondly, according to the increased multiple of the average time of everyone's trip and the current passenger transport volume of each line, forecast the passenger transport volume of the planning year for each line. This method has clear conception and it is simple to calculate. So it is a valid method for forecasting.Liner disposing is the core content of road passenger transport net planning. Basic knowledge of passenger transport liner net disposing was introduced, in allusion to characteristic of separate, odds, and relatively hidebound of rural passenger, based on the basic theory of graphic, the minimal tree theory of graphic to plan can optimize the rural passenger transport network was adopted. The shortest tree theory of graphic is simple, it can achieve the shortest liner of the passenger transport. It is suit for rural.The balance of supply and demand of line has been researched in the last part of this thesis. The vehicle number of each line is regarded as the criterion of weighing the capacity of transporting passenger. Based on the two sides, minimum of the time of whole passenger travel and maximum the income of the transit corporation, turning the double goals to single goal, establish a mathematics model to confirm the optimal capacity.
