With the development of seawall management, safety monitoring as an important measure to ensure the safety of seawall has been paid more and more attention. The synthetic evaluation, based on the data of safety monitoring, has become an important method of estimating the seawall safety state for management.On the basis of present status of the seawall safety monitoring, it makes up the synthetic evaluation system including statement index and environment index, dicives the index which has more detail datum, then makes the synthetic evaluation about the safety state with fuzzy mathematics and mathematical statistics as basic methods.In consider of the difference between indexes, different methods are adopted during partition of safety grade and computation of membership grade. For the indexes which have specific eigenvalues, safety grade is estanblished with these eigenvalues and the membership grade is computed with the method of fuzzy statistics. For the indexes which have no specific eigenvalues, safety grade is partitioned with the form ofμ+ kiσ, and the membership grade is computed with the fuzzy function according with normal distribution.In order to calculate the weight of the different indexes, analytic hierarchy process is adopted. Then with weighted average fuzzy synthetic function the safety state of seawall is evaluated to direct the management.To elucidate the process of specific implement and prove its rationality, Pudong seawall safety monitoring is taken for example. With the osmotic pressure, tide level and rainfall as evaluation indexes make the evaluation of its safety state during flood period. It is testified that the evaluation model introduced in this paper is feasible and practicable. Fuzzy synthetic evaluation is an effective method to master state of seawall.
