The Preliminary Study About The Impact Of Society Economic Circumstance To The Method Of Evaluation In Highroad Construction

With rapid increasing of the national economy in China, transportation infrastructure is playing a more and more important role in the economic development. A highway construction project may have great impact on the natural environment and social economic environment of the regions along the highway. Therefore, necessary environmental impact assessment should be made for the highway construction project. The study on natural environmental impact assessment for the highway construction project is becoming more and more complete with each passing day. However, the study on social economic environmental impact assessment for the highway construction project still needs to be improved. In order to accurately analysis and predict the influence of the highway construction project on social environment of regions along the highway, it is quite necessary to carry out an overall and systematic study on the approach of environmental impact assessment for the highway construction project.In this paper, we studied the history and current development of the social economic environmental impact assessment at home and abroad, aiming at the study on the social economic environmental impact assessment for the highway construction project in China, pointed out the necessity and pressure of the study on assessment approach. Through study on the concept of social economic environment, the analysis to the particularity of the social economic environmental impact assessment for construction project was made.Took the principle of sustained development, microeconomics and environmental economics as the theoretical basis of the social economic environmental impact assessment for highway construction project and made a brief introduction to them.Analyzed the system of social economic environmental impact assessment for construction project in detail, pointed out the scope, factor and content of the social economic environmental impact assessment and brought forward the procedure for such assessment.Finally, on the basis of the above-said, a completely and systematically studied the approach for social economic environmental impact assessment for highway construction projects. And also, we studied the Professional Judgment Approach, Investigation and Assessment Approach, Benefit-Cost Analysis Approach and Benefit-Effectiveness Analysis Approach. Among which, the Benefit-Cost Analysis Approach was analyzed with much emphasis, and its function was also testified in combination with examples.Proceeding with the aspects of the theory and practice, this paper brought forward and analyzed problems arising in the social economic environmental impact assessment for some highway construction project and provided approach for such assessment in the hope of providing some references for future study.
