A new solution of RMS (Radioactivity Monitor System), which can reduce the Shielding Effect caused by the vehicles passing the RMS, is introduced in this thesis.Nowadays, the international demand of anti-terrorism has been increasing much stronger than ever, and, especially, the threaten of radioactivity, which can cause large scale kill and wound, together with all kinds of pollution, and which can lead to huge demotic scare, has been the focus issue of all the countries'government. RMS is used on important spots, to monitor radioactivity and to control the currency of radioactive materials. In today's general system, because the monitored vehicles shield part of the background radiation while passing the system, the alarming sensitivity is lower than expected. In order to achieve a higher alarming sensitivity and a better monitor effect, scientific research institutions of many countries are researching for a kind of RMS with a higher alarming sensitivity. In this thesis, a VCAM (Vehicle Contour Acquisition Module) based on OS (Optical Screen) is added into the original RMS, and the algorithm of calculating the alarming threshold is improved by using the vehicle's contour information got from the VCAM, all of which form a new solution of RMS.The process of the thesis includes original system experiments, inducing problems, data mining, scheme design, instruments purchasing, components constructing, algorithm research, software develop and new system experiments. The new system can work in a much higher alarming sensitivity, so that the monitor effect is improved a lot.
