Water is the spring of life, and water resource is a kind of resources that cannot be replaced, and human's survival and social development depend on. With the incessant increase of population, the rapid development of society and economy, and the improvement of ecological environment, water shortage is becoming a constraint factor in the development of the region, the world and even the global. Water resources allocation is an effective way that can solve the uneven distribution of regional water resources to achieve the sustainable development of region area.In this thesis, we discuss the characters, meanings and development of water resources allocation inland and outside. Firstly, based on the analysis of social and economic development tendency in the study area, many kinds of water demand forecast models were established, and then we analysis the water demand of the study area in different future years. In the meantime, on the basis of water system analysis, a water resources allocation model was represented. The model mainly based on water supply and demand dynamic simulation model, a water exchange sub-model based on rules was set up because of the uncertainty of water exchange in river network. What's more, in order to take water quality into consideration, a water quality model was inserted into this model, which is a primary research on integrated water quality and quantity allocation model. In the end, we represented a water resources supporting system based on water rational allocation theory and computer technology.In the end, by simulation of different water allocation schemes, we can get the balance results of different water allocation schemes. Based on the model calculation results, we can finally reach the rational recommendation scheme, which is very helpful for the sustainable development of study region.
