The opening reformation of power market has brought a new topic to the electrified railway. How to face the challenge caused by the market, catch hold of the opportunity caused by the market, fence with the risk caused by the market, is the new topic to all the participators of the market. Especially, the electrified railway will be directly affected by the reformation of power selling.The establishment of the open and innovation policy in electric power market in recent years has reshaped the relationship between the demander and the supplier in the market. Accordingly, such changes brought about the participators a variety of opportunities as well as the risks - the challenges that the professionals and engineers in railway engineering have to face.As greater competitions in electric power trading market are expected in near future, the fluctuation of the sale price would have direct effects on the operating system of electrified railway requiring practitioners be well prepared. In this sense, a serious consideration on the cost of the electric power in rail transport becomes evident. This thesis started from a discussion on the cost of electric power aiming at differently overwhelming quantifying methodology of the use of the power. The advantages as well as their shortcomings were addressed. Following that, the author proposed a new pattern of Maximum Coulometry Price attempting to enhance the compatibility of power consumption with the trading market. The implementation of the new mode is considered as a great contribution to reducing the cost of the rail transport operation.According to the situation of the power market reformation of our country, the study in this thesis is primary. Other problems are to be solved while the power market's policy, rules and operating means are provided.
