Road , one of the basic traffic facilities, influences national economy considerably. Since recent years, the rapid development of road construction in our country has made the management unable to meet the need. Applying GIS to the construction and maintenance of roads as well as traffic management is one of the important means to modernize them.In this paper, the characteristics and advantages of WebGIS are emphasized and the details on the process of thematic information,GPS Steering, peg orientation and route analysis are expatiated in the perspective of operating the manegement of roads efficiently. Moreover, the process of shortest path of traffic network with turn penalties and prohibitions is realized by optimizing Dijkstra. Aiming at meeting the demand of peg orientation and route analysis which are require in traffic management, Java+MapObjects is emploied to surmount the bottleneck problem caused by the simultaneous access to excessive clients. The essay also cites an example, that is "WebGIS Based On ArcIMS of Highroad in Beijing".It proves feasible and efficient in pratice.In conclusion ,the road GIS system based on Web can offer kinds of functions such as data gathering and analyzing, route analyzing,themetic mapping, peg orientating and GPS Steering. It can also contribute to develop Road Information Systems to Intelligent Road Information Systems.
