The Research On The Impact Of Environmental Or Public Policies' Development Towards The Utilization Of Water Resources And Countermeasures In Shiyang River Basin

This paper studies the policies of having garrison troops open up wasteland and grow food grain in Han Dynasty's prefectures and counties, tilling crops in Sui and Tang Dynasty, reclaiming wasteland by armed force household in Yuan Dynasty, opening up wasteland in Ming and Qing Dynasty;which reflects the impacts of reclamation policies towards the utilization of water resources in Shiyang River Basin at the different historical times with the method of the environmental history and analyzing the historical literatures.The paper studies synthetically, the impacts of modern main public policies development towards water resources utilization in Shiyang River basin with the methods of quantitative-qualitative analysis and combining theory and practice;using the professional knowledge of environmental science, environmental policy, sociology, mathematical statistics, water resources and so on;carrying on the on-the-spot investigation through the PRA method to obtain direct and indirect materials. The studied policies include population multiplication policy, immigrant policy, drainage basin management system and industrial structure policy. Conclusions drawn from the research are as follow:1. Lack of scientificity in constituting environmental or public policies and lack of continuity and stability in implementing policies lead to the failure of policies ultimately in Shiyang River Basin.2. The multiplication of population and immigrant policy lead to the decline of water resources carrying capacity in Shiyang River Basin.3. Drainage basin management system is undound in Shiyang River Basin.4. The industrial structure is unreasonable in Shiyang River Basin.Based on the evaluation and analysis to environmental or public policies, relevant countermeasures are recommended:The countermeasures include controlling population growth, strengthening drainage basin management for water resources, establishing public participation and ecological compensation system and adjusting the industrial structure. Taking the method of case study, this paper takes Minqin County as an example, presents the scheme of adjustment industrial structure based on the sustainable utilization of river basin water resources, reducing the planting area of water-wasting cereal crops, spreading the planting of water-saving crops and quickening the development of grass industry and stockbreeding. Hereby, the mode of community-based drainage basin management is established to promote the sustainable development of Shiyang River Basin, the mode is traditional production-mode with stockbreeding + peasant livelihood + environment protection.
