As a part of power industry construction projects, power distribution projectshold distinct characteristics, such as huge investment, intense technology, strictquality and safety requirements, and strong emphasis on progress control andeconomic efficiency evaluation. Those characteristics expose decision-making ofpower distribution project design to considerable difficulty. However, the currentprocedure of design and decision-making still remains backward in China, in that thework was accomplished mainly by hand with only sporadic computer work, whichresults in low efficiency and poor quality of power distribution project design.To solve the above problems, a new mode of handling power distribution projectdesign is proposed in this paper, which applies software of decision support system topower distribution project design. The key idea is that the system provides customerswith as much information as possible about the design and cost to assist in selectingappropriate design, thus to avoid unnecessary work and waste of time. Based on thatidea, it is realized the first time in this paper automated primary connecting diagramdrawing and project cost estimation. With only a small amount of necessaryinformation input, the system in this paper can form standard primary connectingdiagram of power distribution system. Besides, the decision support system in thispaper can also calculate project cost and generate standardized cost reports to offereconomic indicators for better decision making.The developed system includes two main function modules: power distributionproject design and cost estimation. To realize such functions, theories and methods ofpower distribution project design and cost estimation are studied in this paper. For theformer part, methods and principles of primary and secondary system design arestudied. For the latter, this paper focuses on calculation and control of powerdistribution project cost.The decision support system in this paper can improve the efficiency and qualityof power distribution projects design and decision work. With its good adaptabilityand flexibility, the system is able to expand its decision support functions.
