There are more and more aged and handicapped people in our society. For these groups people, moment is not very convenient. Designing special apparatus to make them can move easily is very significative. This matter has been noticed by relevant institutions, and they have developed some kind electric wheelchairs for old and disabled people. All these equipments are fit to be used outdoors, not suitable indoors. So we designed this speech controlling wheelchair, which can be used outdoors and indoors and operated easily.This paper introduced the machenic constructure of speech controlling wheelchair and controlling type, recognizing model, training method used in speech recognizing system;Beforehand aggravation, data storage, end checking, character abstracting via linear prediction coding technique have been introduced in detail. Speech signal is converted into digital signal, and speech recognizing standard templates have been set up;On this basis, speech command signal is recognized by dynamic time wrapping. In the same time training method is introduced;The. software and hardware design of speech controlling wheelchair are introduced, including model port, movement controlling board, moving commands distribution, traning program and recognizing program and so on.Speech is the simplest way to pass information to the system by people, and can reduces the demands for the level of the operator's professional technologies. On the other hand, there must be speech communication existing between operators and machines to let machines have ture intelligence. So, there is practicality and foreground to engage in the research on speech control.
