The canal shore is a non-renewable precious resource. With the development of national economy, the volume of transportation on the canal is increasing constantly. The trend of ship's maximization is obvious, the development and utilization of the canal shore is more urgent. Because of planning to use of canal shore is scarce, the use of canal shore is at the disordered state, have influenced the rational use of the canal shore and the comprehensive benefit of canal is poor. This article has conducted the research to the canal shore control standard, and introduce a canal shore control standard on the Grand Canal in the south of Jiangsu province. In the process of research, according to the basic principle of ship's traffic flow, by analyzing of ship's running situation on the Grand Canal in the south of Jiangsu province, introduce a model of the ship's capacity - canal shore occupation rate in the research to the control standard of canal shore, pointed out when the ship's capacity reach the maximum, the corresponding canal occupation rate can be used of the standard to divide the water front. Based on this foundation, introduce a concept of Ship Safety Domain, through compared to each kinds of Ship Safety Domain, we find a model that suitable to the inland canal. According to the biggest traffic density and corresponding canal occupation rate on the Grand Canal in the south of Jiangsu province, we can divide Grand Canal in the south of Jiangsu province to checkless Section and crowded Section. At last introduce control and using of Grand Canal in the south of Jiangsu province canal initially.
