Water resources are of the basic natural resources and strategic economic resources. With the rapid development of social economy, the problems of water resources are increasingly serious in China. The optimal allocation of water resource is a effective measure to solving there problems, and there is important theoretic significance and practical value of conducting study on optimal allocation of water resources.In this paper, on the basis of summarizing the existing research, the optimal allocation of water resources is studied from the viewpoint of system theory, the dynamic development in the filed of optimal allocation of water resources is emphasized, and the optimal control model of sustainable-development-oriented optimal allocation of water resources is set up which make the dynamic optimization of water resources allocation realize. The main contents of this paper are as follows:1. Analysing the major problems on utiliztion of existing water resources in my country, expounding the background that the issue relating to the optimal allocation of water resourses is brought forward, while the research trend in this aspect at home and abroad is set forth comprehensively, and the main problems of which are presented.2. The relationship bewteen water resources and sustainable deveplement is analysed and the basic theories such as the primary contents of research, basic principles, allocation patterns and the objects of optimal allocation in the optimal allocation of water resources are introduced.3. The general characteristics , functions, structure and properties of the compound system of regional water resources-social economy-ecological environment is analyzed from the viewpotint of system theory. The traditional input-ouput method is expanded, based on it, the input-output model is used for describing the compound system of regional water resources-social economy-ecological environment.4. The feasibility relating to the application of system theory to the research on the sustainable-development-oriented optimal allocation of water resources is analyzed. Based on the expanded input-output method, the control model of sustainable-development-oriented optimal allocation of water resources is established and the solutions to the model as well as the determination means of the major parameters are proposed.5. Making use of the established model, the research on example of optimal allocation of water resource under different water saving schemes in Jiangsu Province is carried out, datum such as production value and comsuption in every prodction sections under different schemes in the period of planning are got and the pertinent proposals are put forward which give a reference for some sections to conduct decision-making.6. The major achievements in this paper are summed up, while pointing out the orientation of further study.
